It depends whether or not you compete in UCI sanctioned road races for one. If you’re not a racer, its absolutely not a problem. If you are a USCF Category 5 to 3 doing local races or a triathlete, its not a problem. If you’re an elite or cat 1 to 2 USCF racer, its probably not a problem either, because you are sponsored and/or paid to ride a UCI type bike. The frames in figure 1 are legal for the USCF and illegal for the UCI.
